ATTENTION XCAP RETAILERS: Renewal Application Portal Opens Aug. 1
Hello XCAP retailers,
The time has come for the two-year renewal of your XCAP status. The process has not changed this year, but we are working to have renewal applications vetted and processed efficiently. The effort to accomplish this will depend on both you (as a Lottery retailer) and the Maryland Lottery working together. The two-year renewal application will be accessible beginning 08/01/24. All renewal applications must be submitted by 11/22/24, no exceptions.
As an XCAP retailer, special paperwork is generated and signed by you. The paperwork identifies ownership of the business, so if any ownership has changed, it is very important to update this information. Also, for those XCAP retailers who sell alcohol, you may or may not have someone outside of your business structure who holds the liquor license. It is imperative we have the correct information for this person as well.
Now is the time to begin looking at your business. Has ownership changed? Have you added or removed someone from your business? Has the person holding the liquor license changed? If any of these circumstances has occurred, a Change of Corporate Structure (percentage of ownership of less than 50% for one owner) or a Change of Ownership (a change greater than 50% for one owner) application must be completed. If you are unsure which application to use, please contact your district sales manager or regional manager for direction. If no changes of ownership or liquor license holder have occurred, you are ready to begin the two-year XCAP renewal application. In some situations, you (the retailer) may choose not to move forward with the renewal. That is fine, just contact us to let us know you will not be renewing.
When completing the two-year renewal application, all owners must be listed with their percentage of ownership. For those locations that sell alcohol, the liquor license holder must be listed on the application along with their percentage of ownership. (In some cases this may be zero). All owners and liquor license holders must be fingerprinted. All fingerprinting must be done in Maryland by Livescan, no manual fingerprints (fingerprint cards) will be accepted. We require that both Federal and State prints be done. Fingerprinting servicers require a code from you, so the results can be sent to the Lottery. Please take these codes with you when you get your prints done.
As your application is submitted, the Lottery will begin processing it. The Lottery will check the following items on the applications:
- Ownership/Liquor License listed on application matches what we have in our system.
- The Articles of Incorporation or Articles of Organization which list the ownership of the business against the ownership entered on the application and our records.
- Back taxes owed to the State of Maryland. Any tax owed personally or business will be checked. If a deficiency is found, you (the retailer) will need to contact the Maryland Tax office to either pay in full or make payment arrangements.
- The local Liquor Board to verify who the license holder is for those businesses that sell alcohol.
- Completion of Responsible Gaming training.
If any discrepancies are found, an email will be sent to the email we have on file for your business or for you personally. You may be contacted by the regional manager or district sales manager as well regarding the issue. You will have 30 days to correct the issue and inform us the issue has been addressed so we may recheck and clear the issue. If you do not respond within the 30 days, your XCAP status will be suspended until you have addressed the issue. Once addressed and corrected, XCAP privileges will be turned back on.
